Just a quick update for those who are curious, so turns out it wasn't a windows issue at all, well not really, the update essentially made one of the video cards I was trying to use (the NVS420 which is 13 yrs old) inoperable due to the updated BIOS, because of that the screens would not come on for some reason but once I took that card out everything was fine. I had multiple people warn me about updating my card, but I thought I would give it a shot since I don't need anything fancy, weird thing is the NVS300 card works which is only 2yrs newer than the NVS420 card (2009 vs. 2011). I ordered an NVS P620 card to replace the 420.
