When I saw the title of this thread, I thought it read "New Orleans to get rid of last of FEMALE traders"
5 years may not be enough in this economy at his age (62). He may have health and other issues that is not mentioned here.
5 years qualifies as a safety net, IMO. There's no way to guarantee that every single person is not inconvenienced after a natural catastrophe.
