2:53PM New NASD Short-Selling Rule Coming Feb 20 : An upcoming NASD rule change takes effect on February 20 that makes shorting stock harder for bigger players and more similar to the rules for individuals. The loophole that closes is a broker/dealer placing a short sale with another broker/dealer does not have to have the borrowed shares identified in advance.
