Actually, if you just wanted to support some candidate or issue, you didn't need tax exempt status and so you had no need to contact the IRS. In other words, all those "millions" were then and still are completely free to promote their beliefs.

This entire House Investigation is misguided and a waste of tax payer money. It is political grandstanding of the worst kind. We have concluded after many weeks of time, and at huge tax payer cost, that an IRS employee, Ms Lois Lerner, acted inappropriately and should be sanctioned. The investigation should have instead centered on the need to revise the statutes or the code. The later does, thankfully, seem to be a useful result of this otherwise absurd political circus. The IRS has announced that they are working on code revision, which we can all hope will put an end to this hiding of contributors by political organizations, of all stripes, masquerading as "social welfare" agencies. The claims of these organizations that they are social welfare agencies is , prima facie, so ridiculous that one has to conclude that the real problem is not Lois Lerner, but IRS code and procedure that would invite such a thing in the first place.
