Yes, I am with people who suggest to go with AMD, buy 16 or even 32 DDR4 if there is a need, you can even go with integrated graphics like ryzen 3 2200g or ryzen 5 2400g or when 3000 series will come - buy those with inner GPU (you do not play games so need for all that), you can even try newest NVMe M.2 drives And basically that's it and will cost low.
