It set the max per day at points of entry at 5000 per day. In other words it normalized the goddam invasion. And on top of that, it just would have evened out the flow if followed. Those in excess on one day could come in on a lower day. Plus, if they could not get in at a legal point of entry they could just come illegally at an uncontrolled area as a gotaway. No plan in the bill to deal with that. Just take a look at the numbers Trump is achieving. Then ask why the fuck anyone would need to sign a bill allowing 5000/day. Just secure the goddam border.
