If the OP can post the original quote - not having a paraphrase would be a help. There is no preopening option trading in the retail US. I take the comment to mean the existing short put owners are trying to get off shorts of the stock as a partial hedge. Nothing on any of the option reporting services shares this version with the exception of the services that quote the post.

99% of market makers were not "fully hedged".... 99% of the MM were delta hedged,maybe with a short bias,but in no way were they synthetically short the call,i.e short stock,short put 1 to 1.. If you were short the wings,theres a good chance you are facing extinction
