Ewwww, that's disgusting as this poses major health hazard. Some bacteria and virus are transferable via skin-to-skin contact and bodily fluid. I am surprised that you are allowed to return underwear in the US. In Canada, you are not allowed to return underwear, bra, swimsuit, basically any garments that is in touch of the actual skin; they are all final-sale items. Once you buy it, you are stuck with it. Glad you posted this info. here. I will never buy those items EVER in the US.
But that investigative reporting article just showed that they did and those shown in the article are major retailers like Macy's which is very disturbing.
