Some forms of speech are illegal, like the old example, shouting "fire" in a theatre. You have to understand your context.
Europe Free Speech? They are much too busy with spreading Socialism the last 50 years. (remember Orwell: "some are more equal than others" ) Very little left of truly free speech - only the news that fits. Most of the press, now mainly TV, is practically always effectively tightly State controlled, either directly or stealthly indirectly.
