A bomb would have killed more people, and would have generated more terror, and would have made him a heroic martyr and symbol for recruitment of more terrorists...assuming of course that he was a terrorist, etc. which no fact has shown. ...but he used handguns instead and did not kill himself...so if the handguns had been banned, that would have prevented this tragedy.
