One of the keys to understanding Horowitz is that he allegedly was seriously concerned about goings-on and misconduct in the FBI throughout the lead-up to the election- but he was allegedly threatened by obama and hillary grunts who repeatedly reminded him that Hillary was going to win and if he said boo or tackled anything that impeded Hillary that she would remove him once elected. Which of course would have been true. Then when Hillary was unexpectedly defeated, he just started right in taking care of business the minute Loretta and all the Hillary henchmen (mostly henchwomen) got off his arse and left town. He is trying to make up for lost time. Same thing with the U.S Attorney in Little Rock who is now in charge of the Clinton Crime Foundation investigation. He had an investigation of the Foundation in progress but Comey and Rosenstein and Loretta made him shut it down. But a few months back or more Sessions put him in charge of re-opening it. The foundation has an office in Little Rock so he has jurisdiction and Sessions did not want the Southern District of NY investigating it for a number or reasons. So as with the IG, the U.S Attorney there is trying to make up for lost time too when his first attempt was de-railed. But yeh, the IG is stand-up independent guy- but he's got baggage too but is related to their messing with him trying to do his job.

What you’re saying about Lynch and Clinton I’ve never heard about. Got any sources on that? However, Horowitz did indeed have a beef with Obama’s reductions in the OIG’s authorities after fast and furious. The OIGs authorities became limited under Obama somewhere circa 2012ish to the point the IG could not get access to case developments and was limited to internal findings, etc. I’m probably not explaining that as well as should be but long story short Congress expanded all government OIG powers to included case files and the nitty gritty stuff like that back in 2016. So, yes, Horowitz is able to move with relative ease now.
Obama took a lot of heat for letting the State Department pretty much look the other way under Hillary in regard to following departmental rules, whereas it was the primary function of the Inspector General to at least be pretending to monitor all that. Hillary went four years without even filling the position or something like that. That didn't help with some of the matters that arose which I dont want to replay today.
