Agents are paid by the sellers, not the buyers. The buyers of these homes paid no commissions to agents. If they are going to get any refunds at all (and they shouldn't), it should be from the mortgage broker who put the deal together and took a hefty fee. The very idea that home buyers, whether for a primary or secondary residence, should get any kind of help from anyone is just outrageous. I bought NT (Nortel) at the height of the tech/telecom bubble in '99 and lost big on the trade. Maybe I should put in an application for a payback because I was ignorant of the investor euphoria and made a mistake? Oh, poor me.
