  2. Obviously that is idiotic. I note from the article that the statistics cover the period from 1990 to 2004, so President Charisma got it wrong too. In fairness, I really doubt that article is the full story. I would hope the CIA has dozens of teams running this stuff down, and I doubt they file enforcement actions with the Treasury Department when they find something.

    reasons why:

    unfortunately their is more money imposing fines on embargo violaters than in tracking where OBL or Saddams money is. Not to mention it is much easier to get Joe Whitey from Nebraska to pay a violation ( $1000 up to $15000 ) for visitng Cuba and spending money while there without a visa...
