By far the best option is missing from your poll. Keep people home until testing and protective supplies are greatly ramped up, 4 to 6 weeks, then test, test, and test some more. Especially, the asymptomatic need to be tested -- the exact opposite of what we are doing! If someone tests positive for the virus but no symptoms, they need to be quarantined through the incubation period then tested again for anti-bodies, if still asymptomatic.
