Is there a way to modify one side of an OCA order without having to cancel the other side and resubmitting another OCA group entirely?

Depends on your broker I suppose, I do this all the time with IB.

are IB's OCA orders submitted to the exchange or are they simulated in their servers?

That's your choice: if you choose native orders, native to the exchange, they will be send to the exchange. If you choose simulated orders, they will be simulated by IB, that is be stored on their servers and - when triggered - changed into native orders and then send to the exchange.

if you choose native and you modify 1 side of the OCA order, then you won't lose your place in line for the other order. correct?
