By the time the 9/11 attacks occurred, the plan was already in place to be executed. It was the Clinton administration that failed the country in stopping this. But how could he worry about something so meaningless to him like securing the country, when he was "getting impeached', "getting sued", "lying under oath during depositions", "obstructing justice", and "cheating on his wife". The blood from the 9/11 victims is on Bill Clinton's hands.
Honetly, looking back and trying to blame one president or the other for 9/11 is pointless. Clearly Clinton was too mushy in his response to bin Ladin, but he could plausibly say he had no way of anticipating what would happen. Similarly, Bush might have been more proactive, if only in jettisoning clinton-era policies that restricted intell sharing. The real fact is that simple procedures could have prevented 9/11. Mandating impregnable cockpit doors for one. Arming air crews. Profiling likely terrorists, eg young arab men. Requiring a valid visa to board a domestic flight. Simple steps that would have prevented 9/11. They were not taken because of a combination of airline resistance, political correctness and bureaucratic ineptitude. Both parties have to share blame. Finger pointing, trying to politicize these issues and moral posturing distract us from the important task of keeping the country safe.
