I appreciate the spirit of this post, esp. the "to be fair" comments. And I fully agree with the failure of merely throwing money at the problem (doesn't solve the problem of idleness), but I still disagree with many other assertions you make.

,if you go anywhere in chicago, more so on the southside,you will see beautiful parks everywhere,this is the only evidence of money being spent,the schools, streets,police, are all under funded,lived here since '78 and i never saw these money showers hitting the southside..and as for that definition of insanity,how long can ya say "they are killing each other" ,look the other way and expect change

By Tom Leonard in New York 8:21PM BST 26 Apr 2010 Two state politicians have issued a request for military intervention in the city where Barack Obama lived for 20 years and worked as a community organiser. It comes as crime spirals in the city, with 113 murders so far this year including seven on one night alone last week, John Fritchley and LaShawn Ford, Democrats who represent the north and west sides of the city, said troops were needed to "stabilise communities" in Chicago just as they had done in Iraq and Afghanistan. The congressmen behind the Chicago proposal said they had yet to discuss it with the governor but said representatives from his office had seemed open to the idea. Noting that the murder rate in Chicago this year matched the number of US troops who had died in the two conflicts, the politicians called on Pat Quinn, the governor of Illinois, and Richard Daley, Chicago's mayor, to authorise the use of troops to support police in the city's most crime-ridden neighbourhoods. Mr Fritchley said: "The unfortunate reality is that we have another war that is just as deadly taking place right in our backyard". Much of the violence has been focused on the overwhelmingly black South Side, an area of the city where Michelle Obama grew up and her husband started working as a community organiser in his twenties. "Is this a drastic call to action? Of course it is. Is it warranted when we are losing residents to gun violence at such an alarming rate? Without question," said Mr Fritchey. "We are not talking about rolling tanks down the streets or having armed guards on each corner." Mr Fritchley said their proposal would involve using guardsmen to create a "heightened presence" on the streets, bolstering a 100-strong police team that is being set up to target Chicago's crime hot spots. The National Guard, America's military reserve, can be used for domestic law enforcement if authorised by a state's governor. The idea drew widespread alarm, including from Jody Weis, Chicago's police chief. He pointed to the massacre at Kent State University in 1970 in which Ohio national guardsmen opened fired on students, killing four, after the state's governor called them in to restore order following protests over US foreign policy. Supt Weis warned it could be "disastrous" to have soldiers dealing with crime as the military and police operate under different rules. "I'm open to anything that reduces violence. But I have concerns when you mix law enforcement and the military," he said. Many of the murder victims in Chicago have been teenagers caught up gang rivalry. Last year, the violence achieved nationwide notoriety after the beating to death of a 16-year-old, Derrion Albert, during a huge street battle between rival school gangs was captured on video camera. A wave of shootings in a 12-hour period earlier this month claimed seven lives and left another 15 others injured.
there is so much money in drugs that its easy to get dea and police to look the other way,there are roughly an estimated 40000 gang members and 3600-4000 police,this is a problem if you dont have enough manpower to enforce the law,if the fed govt wants to send in ng, they should spend the money on beefing up the law enforcement in the worst areas ,adding police..chicago could take some of the money away from the parks district and add cops,there are acres upon acres of parks on the southside.....think about how much money it takes to support 40,000 gang members...that is a lot of drugs,and they can't find them????
