With the current Senate rules in place and around 45 GOP Senators against UBC's no they cant. Its likely all 51 Dem Senators would vote for UBC's while around 45 GOPs would vote against it because they or their voters don't give a damn about kids being slaughtered.

I'm not sure I understand. When Biden was elected, what about the rules in the senate or the house prevented the House and Senate from passing democrat sponsored gun legislation and Biden signing it? I'm not talking about now, I'm talking about before the last election.

This is pretty similar in terms of now it's shoplifting.
