Sorry...your example video does not correlate to the Arkansas video because video is of OJ Simpson whom the police knew and understood he had already been instructed to not leave the state as part of his agreement with the police / DA that he would turn himself in... All of this following the death (murder) of his wife, Nicole Brown Simpson, and her friend Ronald Goldman... Simply, they didn't know if he was out for a sunny afternoon drive on the freeway or to get the hell out of California considering the vehicle was driving in the opposite direction of the agreed location to turn himself in.
