    The primary purpose of the national government is to provide a national defense. Some have stated early in our country's history that it is the only reason to have a federal government.

    Your perception of welfare and the reality are two different things. You would benefit from from reading up on requirements and time limits of programs.

    I bet you don’t really have a problem with most welfare programs, you just have a crotchety attitude.

    The US does not need to spend more than the next 8-10 countries combined to defend itself.650 billion on defense,trillions in tax cuts to the rich but republicans focus their budget concerns on programs for the poor that cost less than 100 billion a year.

    The annual report from the United States Department of Agriculture showed that about 45 percent of food stamp benefits went to children under 18, totaling about 20 million youngsters. Nine percent of recipients were age 60 or older, and nearly 10 percent were disabled adults who were under 60, according to the analysis of food stamp usage for the fiscal year that ended in September 2012.

    Actually I have stepped up before in this forum defending the Food Stamp program and discussing the food needs in low income households.

    The primary problem with the Food Stamp program is that it is widely abused. Just go to Craigslist or other forums and see the many offers selling EBT cards for cash. This undermines the taxpayers trust in the Food Stamp program ("Why should I be paying for something that is widely abused?")

    We need to take steps to reduce the fraud, a couple of my thoughts are below...

    My two immediate steps for reducing Food Stamp fraud:
    1) Require a Photo Id when making a purchase with an EBT (Foodstamp) card. I am required to show my picture id when making a purchase at a store where they don't know me - same rule should apply to EBT cards. All EBT cards should have the recipients full name on it to align with the ID. Require all retail stores to photo id check for EBT purchases. If the store does not check then the store should be responsible for the fraud, and not be reimbursed for the purchase.

    2) Do not allow more than ONE EBT card per quarter year, no replacements. This prevents the fraud where the recipient's card is "lost" (traded for cash or drugs) over & over again. The one exception to this is if the recipient files a police report that their card was stolen. This means that holder of the "stolen" card can be arrested when they are found with it, or they present the "stolen" card to a cashier at a retail store.
