It speaks more to the fact that given ONLY two choices, the population is easily swayed into voting AGAINST a perceived evil, while still maintaining some illusion of free will.
Its like if you're walking down the street and one person is looking up in the sky, you won't think much of it. But if you're walking down the street and 10 people are looking up at the sky, you're going to want to see what is up.
