Does an American citizen have to pay taxes on OVERSEAS lottery winnings when bringing the funds into the US, even after he's already paid that country's taxes?...i know you're exempt from paying income tax on up to $70,000 or $80,000, if you have proof of residency overseas...if yes, whats the rate?...
