Character limitation like what is being proposed isn't going to happen. If someone posts a long copy and paste, the important thing to understand is that you don't have to read it. All you have to do is scroll past it in three seconds. However, someone else may want to read every word of that article because it resonated with their current interests. So the most important concept is having a choice. Character limitations take choice out of the equation and force a certain level of brevity, so it requires that the poster somehow edit the article down to comply with an arbitrary character limit which the original article author never intended. I'd much rather accommodate giving people a choice to read or scroll than requiring that their posts pass through some tiny keyhole in order to be accepted.
I think the Tribe has spoken, limit your Posts to small brief concise paragraphs. You wouldn't have a four year old child read a wall of text. ETers are no different.
