1. If I had that kind of money, I certainly wouldn't be sponsoring state terrorism that would get me into issues with the international community. 2. If I considered the US my enemy, I wouldn't put any of my money in a bank they could get access to. Just for starters.
"one" in this case is a foreign national of a hostile country. I don't think that the freedom in the country of discussion is applicable. Now if you're talking about a US citizen having his capital frozen, that's a different story.
