  5. An Iranian top nuclear negotiator says the Sextet of powers have agreed to unfreeze USD 2.8 billion in Iranian assets over the next four months.

“Over the next four months, USD 2.8 billion will be deposited into Iran’s account in six installments,” Abbas Araqchi told reporters early on Saturday after the end of Tehran’s sixth round of nuclear talks with the P5+1 group in the Austrian capital of Vienna.

“Four USD 500-millon and two USD 400-million tranches will be paid to Iran at three-week intervals beginning August 1,” said Araqchi, who is also Iran's deputy foreign minister for legal and international affairs.

US Secretary of State John Kerry said at a different presser in Vienna that 2.8 billion dollars of Iranian funds would be unfrozen during the new round of talks.

So what would you do if you had $2.8 Billion of your money frozen?

    1. If I had that kind of money, I certainly wouldn't be sponsoring state terrorism that would get me into issues with the international community.

    2. If I considered the US my enemy, I wouldn't put any of my money in a bank they could get access to.

    Just for starters.

"one" in this case is a foreign national of a hostile country. I don't think that the freedom in the country of discussion is applicable. Now if you're talking about a US citizen having his capital frozen, that's a different story.
