I have been to LA but do not hang out on any Skid Row.

 

If its SoCal then 2008 feet is about the altitude of Palmdale or Lancaster which somehow has a large homeless population despite the extreme heat in summer and deep cold temps in winter.

 

Skid Row is downtown LA. It's probably the largest concentration of homeless people in the country.
