Going to be real hard to prove that this cop got up and said I'm going to go kill someone today. Sounds like this really isnt an issue about race at all, a little over half of all violent crime is committed by black people and a little under half of all violent crime is commmitted by white people, so 100 african americans get shot and 67 whites get shot, that lines up just about perfectly with violent crime stats.
