    The Agalarovs were partners in the Trump Organization’s hosting of the 2013 Miss Universe pageant in Moscow. They also played a key role in arranging the June 2016 meeting of Donald Trump Jr.; Jared Kushner, Donald Trump's son-in-law and now senior adviser; Paul Manafort, Trump's campaign manager at the time; a Kremlin-linked lawyer, Natalia Veselnitskaya; and others, according to congressional testimony.

    Even former US Secretary of State Rex Tillerson had been fast to call it “a really egregious act” that appears to have “clearly” come from Russia. He had called President Vladimir Putin‘s country “an irresponsible force of instability in the world, acting with open disregard for the sovereignty of other states and the life of their citizens”.

    Mr Tillerson even went as far as saying the poisoning “certainly will trigger a response” from the North Atlantic Treaty Organisation (Nato). “I’ll leave it at that,” he said.

    However, Mr Trump’s initial comments were more cautious. He said on Tuesday that “as soon as we get the facts straight, if we agree with them, we will condemn Russia or whoever it may be”. There was not an official condemnation from the US over the attack until the State Department’s notice of sanctions today.

    In the wake of Ms May’s accusation and expulsion of several Russian diplomats from the UK, Moscow responded in kind. That same month, Mr Trump expelled 60 Russian diplomats from the US.

    However, while it had expelled diplomats the US had had yet to make the formal determination that the Russian government had “used chemical or biological weapons in violation of international law or has used lethal chemical or biological weapons against its own nationals”.

    Several members of Congress had expressed concern that the Trump administration was dragging its feet on the determination and had missed a deadline to publish its findings.

    Trump signals he may ignore Russia provisions in defense bill he just signed

    WASHINGTON — U.S. President Donald Trump said in a statement he reserves the right to ignore the defense authorization law’s ban on U.S. recognition of Russian sovereignty over Crimea, among 50 other provisions he says tread on his authority as president.

    Trump issued a 15-page signing statement Monday to accompany the 2019 National Defense Authorization Act that voiced his constitutional concerns with an array of language, including limits on U.S. support to the Saudi campaign in Yemen, limits on transfers of Guantanamo Bay detainees, limits on withdrawing U.S. forces from South Korea and enhanced reporting of civilian casualties.

    Trump was also concerned with provisions limiting his ability to retire Joint Surveillance Target Attack Radar System aircraft and to retire intercontinental ballistic missiles.

    Trump objected to four of eight provisions focused on Russia. For example, the law would limit the use of federal funds to recognize Russian control over Crimea, but Trump asserted his authority as commander in chief, saying the law would unduly “dictate the position of the United States in external military and foreign affairs.”

    Sounds like fancy speak for "don't report and/or aid reporting "collateral damage" victims", or the opposite, by how it's structured in the sentence.
