Most (not all) Europeans have a loser attitude so deeply in them, that I suspect they have low testosterone levels. So, legalizing in a CONTROLLED way, would make them more competitive?
More testosterone might even increase Europe's population by procreation, instead of immigration, if they're into that sort of thing.
