For data like this to bear on the issue of the importance of environment to brain development in infants and toddlers you will need data that controls for age of adoption and social and economic status of the biological and adopting parents. Possibly, if you look at the source of the data you posted some more information might be available, but what you posted by itself is not very helpful in sorting these matters out. Ideally, what one needs is data for children adopted at birth where the biological parents are similar with regard to educational attainment, social and economic status, and the adopting parents are also similar, but not necessarily in the same cohort with regard to the above criteria as the birth parents. I doubt such data exists. Down's syndrome is a genetically linked abnormality. It's not germane here.

Downs syndrome is germane, it proves that genetics has a definite impact on human IQ. standards of evidence: you take someone's word that environment is the major controlling factor due to their obviously just as uncontrolled environment, but then suddenly demand far better evidence for genetics
