I remember when Trump blamed Obama for "broken testing" even though there was no Covid-19 nor a Pandemic in 2016 - 2017 (Obama last day as President was Jan 20th 2017). In fact, he blamed Obama or other things too that was related to the Pandemic while the Trump administration try to hide the fact that they trash can the Obama Pandemic Management plan in 2018 prior to the Covid-19 Pandemic. A big Ooops by the Trump administration. Thus, they were not prepared when China alerted the world about Covid in December 2019 and the Trump administration failed to do any thing in January and February 2020... Worst, with all of China and other countries freaking out about Covid...the United States still did not have a plan when the first infection case occurred in the state of Washington and spreading along the west coast while the it was secretly spreading in the east from travelers that came in from Europe. About the same time as the United States first known Covid-19 infection...South Korea had its first known Covid-19 infection not that far from a closed United States military base. South Korea immediately initiated their Infectious Disease plan, made face mask wearing mandatory, social distancing mandatory, education info begin to gear up for education of the South Korean people about what was going on... As a precaution measure. I know this because my military friends in the U.S. military that decided to remain in South Korea (they're married to South Korean women) after they completed their military contracts...we stay in close contact and they emailed me to find out what Canada and United States were doing in preparation to fight Covid... I replied...nothing right now and the borders are still wide open for travel from China and Europe. They were shocked. The world was going into protection mode in February while the United States was downplaying the threat in February, March and April...continuing doing such at rallies via calling it a Democrat Hoax. In fact, in February...the United States became concerned about American citizens on cruise ships...it begin some evacuation of American citizens...quarantine only those that were "feeling sick" but not testing all. We would later learn that many people with Covid are asymptomatic or mild symptoms (cough, headache or mild fever that last only a day) but highly infectious (spreading the virus to others)...cruise ship Americans were then allowed to return home without any testing nor follow-up about the health. In comparison to other countries...the United States had a poor response to Covid-19 threat because we had no plan, no contact tracing, low on PPE and were focus on downplaying it when other countries began ramping up their protection. Still shocking to hear people say that the United States was prepared and couldn't have done anything more in the beginning...its comical in comparison to countries like New Zealand, Japan, Taiwan and South Korea. Thankfully the Trump administration will no longer occupy the White House on January 20th and America can properly deal with the Covid-19 threat...it will start with fixing the broken vaccine distribution that was promise to +20 million American by end of 2020 but only 2.8 million got vaccinated. wrbtrader

I am beginning to think that this proposed plan from Trump's "Warp Speed" advisor merely has the intent to undermine the entire vaccination process as the president is sent packing from the White House. Certainly the pharma companies don't appear to be supporting it.
