I think I've got it figured out, but thanks for the input. I believe it was a USB issue. This was an old laptop that didn't have high speed USB. When something that uses high speed USB was attached it scattered the root hub or the universal host controller. Now I said I cleared the stack, but the USB device may have been crunched and until I cleared the device and the USB stack it was giving me fits. Anyway...so far so good.
