Depends on the carbs. Why do people keep conflating refined carbs with whole food carbs? The guy mentions healthy fats, so apparently he can distinguish different kinds of fats. So why is he ham-fisted about carbs?
I think it is something that doctor (and author) Paul Saladino has discussed numerous times ─ if you are metabolically healthy* then eating natural carbs (like fruits, fruit juice, raw honey, starchy vegetables, various dairy, some nuts, etc.) may spike your blood sugar but overall aren't harmful because they are functioning within your general health. But if instead you are metabolically unhealthy ─ as is close to 90% of the population ─ then your obesity, diabetic, or pre-diabetic conditions aren't served by eating things that spike your blood sugar. * here are some desired markers: A1c < 5.7 HDL > 40 fasting triglycerides < 150 fasting blood glucose < 100 blood pressure < 130/85 fasting insulin < 5 waist circumference < 40" (even better is waist/height ratio ≤ .53) So while, technically, refined carbs and whole food carbs shouldn't be conflated, it's easier to simply tell MOST people to stay away from all carbs since they can cause great harm to the majority of metabolically unhealthy (eg, insulin resistant) people.
