The source for Trump's numbers I gave, 92%, from the Brookings institute. I don't know but I would expect maybe 70 percent is the absolute floor for staff turnover.
If a 91% turnover rate when you are Vice President should disqualify you from being President, then certainly a 92% turnover rate when you are President should disqualify you from being President again.
