Chicago ordinances. Only criminals are allowed to carry guns. Cops are allowed to carry guns too but they have to be careful because if they use them to protect themselves against people trying to kill them then they will certainly go to prison. In contrast I heard a sheriff in texas answer a question from a reporter as to whether there had been any looting in his county. He said "no, not yet anyway, but we support the 2nd Amendment here so no looter had better plan on coming here unless he wants to leave in a body bag." Okay fine.
