Yes, by at least 660, and remarkably they were all democrats. There have been improvements though. The dead now only get to vote once in Chicago. The living can vote as often as they like so long at they vote D. Mysteriously those that vote "R" are much more difficult to count and some are lost. You know, margin of error kind of stuff.
