I don't think he's "very short". I do think he's "very bearish" but not necessarily "very short". He did admit to being short some equities but that doesn't necessarily mean that he is heavily short, or that he isn't hedged. He knows that the Fed is going to try and keep stocks propped up for the election year, and he's probably not betting the farm on a collapse happening this year.
I haven't watched the clip, but I don't think Rogers does much with U.S. equities, either on the short or long side. I've never heard claim that he's taken a large short position.
