Why is it so expensive in California compared to other parts of the US.

I googled gas tax in california and it said just $1 per gallon is tax, but that seems way too low.

As I said, gouging. Also, some of that cost is transportation to the west coast over the continental divide. It mostly has to come by train and truck, because there's no refining on the west coast.

    I googled some more:

California’s premium stems from the state’s environmental laws and its taxes on motor fuels, as well as the special blend of gasoline required in the warmer months.

California’s environmental rules require refiners to follow specific gasoline formulas designed to reduce air pollution when the temperature is high. In particular, the reformulated gasoline is less volatile and contributes less to the state’s smog problem.

According to the Legislative Analyst’s Office, the state excise tax is charged to gasoline suppliers before they deliver gasoline to retail stations. However, that tax is passed along to drivers through higher prices at the pump.

    Wrong.
"California ranks third in the nation in oil refining capacity. The state's 17 refineries – located in the Central Valley, Los Angeles County and the San Francisco Bay Area – have a combined capacity of nearly two million barrels per calendar day."

It's all gouging, because California has the highest standard of living per capita in the nation so oil companies charge CA more. It's subsidized gas for the 45 or so states with lower standards of living.
