That is the crux of it. Not knowing what you don't know gives people the impetus to be stupid without the knowledge of it. You have to have a certain level of intellectual self awareness to perceive that sort of thing.
They couldn't find enough buses to bring people in from various states and it was going to cost them a fortune to house 74,000 and give them a bribe. 20,000 is more manageable for an unpopular president.
