Actually Whitefish is still working in Puerto Rico --- no one else would work for PREPA (and risk the probability of not being paid when PREPA goes bankrupt -- with clawbacks etc.) I will note there is one local company in our area working in Puerto Rico. The company is Power Secure in Wake Forest. They have 400 people on the ground. However they are more focused on sub-stations and core rather than power-lines - but extended into helping with power lines due to the neeed. Their contracts are through the Army Corps of Engineers because they refuse to deal with PREPA or local governments in Puerto Rico. They have a $40 million contract, a $44 million contract, and $99 million contract. One note from the articles is that PREPA does not appear to have a single lineman from the local power company working to restore power, and PREPA has no area of the island that they are responsible for restoring power for. In effect, PREPA is a useless shell company with no effective staffing to deal with power restoration. Yet FEMA and PREPA have both signed and approved the contract now and Whitefish has 200+ contractors in Puerto Rico. A big fuss was made over nothing. I will note that all the other contracts signed for Puerto Rico are at even higher hourly rates than the Whitefish contract.
