You can go read the entire description of how the father took the photo at a North Carolina firefighter training where the house fire was a deliberate part of the training and his daughter was in the foreground.

In fact, some cities key shopping areas...the businesses are require to have such type of insurance if they want to open a store front in that area (e.g. Downtown Chicago Magnificent Mile street).
