Iterative Refinement

I have a question about the partial chart enclosed. Can anyone tell me: why is the bar (where the arrow points) no peak volume?

Well if 'anyone' includes the market, then you already have your answer.

 

The market had yet to complete its sequences (No permission to seek a change in mode).

Isn't a peak volume bar an end of a sequence? (in this case the fuchsia channel)
