    Does anyone have a link where Jack talks about 'neutral bars'?

    I can't find neutral bar by Jack, he talks about market neutral but there is no mention of neutral bar. I also came across this quote

    Correct. The difficulty here resides in the fact that you have a Doji involved in this sequence (or, as Jack calls them, Neutral Bars). Not only that, but the close of this bar sits at the exact same position as the previous bar. Clearly, a subtle difference than what one sees regularly with respect to bar to bar Price Movement.

    I guess the term 'neutral' didn't register with me because I filed it under doji catagory. I have an extensive list of doji formations from my candle stick day.
