Is it true that blacks receive as much afdc as whites in the US?

According to a source that claims the numbers came from a gov't site:

With regard to AFDC the figures are:

White 38.8%
Black 39.8
Hispanic 15.7
Asian 2.4
other 3.3

Apparently it is true, even though blacks comprise a much smaller percentage of the population.
