most if not all retail brokers won't let you. why do it unless you're scalping, i don't think there's order flow payment on those cheapies anymore? stick to bigger stuff if you're looking @carter's book, materials, etc.
Of course it is possible. But only in some tradeables. Since you didn't say, I'll assume you are trading Forex. Yes it is possible to place an order with 4 decimals in Forex.
