Sometimes the lesson learned is not worth the price. For example, if you have a kid and regret it, you'll be paying the price for that lesson for the rest of your life or at least until they move out of the house. If you marry the wrong person and regret it, the effect lasts long after divorce. Even some investment mistakes or rather simply choices can have a permanent and life-altering affect on the rest of one's life. I think it's normal to regret things. I certainly do. I believe that there is a relationship between regret and expectations. Maybe the secret to having a happy life is to have low expectations.

Yes, if one is visionary type, then it's like double edge sword, because some studies show, that people like that, can buy into their visions, e.g plans for the future and expectations, up to the point, where brain can no longer tell the difference, between reality and ,,the vision". Brain even releases the dopamine, as if the goal was already achieved. Staying in continuous day dreaming, without real life progress. (at least not depressed...) Thats why i remind myself, make your plans and preparations, with highest effort, but don't expect too much. Regret - weight tons, when it was missed oportunity, because one was lazy, unprepared, etc. But if it's a bad choice, then learn from it and move on.
