In 1938 in Germany it was clear that Jews had no place in Germany. In 1933 German Jews still were in a state of denial about Hitler. They thought he would pass into the dustbin of history. By 1939 with outbreak of war nearly all avenues of escape were gone. your point is well taken. If the choice existed in 1938-1939 Somalia should/not probably have been the choice.
