India was busy adding billionaires whereas Pakistan was busy adding Nuclear Weapons. According to USA experts Pakistan has more Nuclear weapons than India. According to experts Pakistan has 70 to 90 Nuclear weapons whereas India is having 60 to 80 weapons. Now Pakistan army is more powerful than Indian army.
There's also the question of how many do you really need. I hope Obama and Medvedev/Putin can agree to lower the US / Russian numbers a lot with a new agreement now - how many times over do you need to be able to blow up the entire world...

China and Pakistan are strong allies. USA and Pakistan are also allies. India was an ally of Russia but now their relations are not that good because of India giving more importance to USA. Basically India is left alone.
actually the US is an ally of both india and pakistan. as you remember, Bush (the conservative) wanted to share nuclear technology with india. the US NEEDS india to become strong with regards to military/weaponry for an effective counterbalance against China. otherwise China can take over the entire region and become too powerful and take over the world and usurp US dominance!
