It's called collateral damage...if you're military. It happens. Thus, his intent was to only shoot Asians and the White people there simple either got in the way by accident, the white people there tried to be a hero in protection of the Asians, he knew the white people were in relationship with someone there that's Asian or he's just a bad shot when people are running around trying to get the hell out of there.
