As I stated multiple times --- Germany did the best in Europe of following proper public health procedures of locking down and using Contact Tracing and Testing as they re-opened. The flaw in their plan was re-opening their borders ---> which led to the current situation of having to re-impose restrictions.

Germany has had a lengthy debate over closing borders.... and still is having a debate about re-closing them for COVID. They had closed them in March and re-opened them too quickly.
