Impulse control disorders (ICDs) are characterized by urges and behaviors that are excessive and/or harmful to oneself or others and cause significant impairment in social and occupational functioning, as well as legal and financial difficulties.

France was pivotal to supporting and building the Hutu regime before and during, a fair bit after the genocide covering up its role. I'm not saying it was quite what the Elysee expected but it would not have happened without blind to consequences regeim support.

Belgium built the foundation well before this employing racial division tactics to divide and conquer.

I recall a study from the late 90s or early 00s estimated civilian deaths as a direct or foreseeable consequence of US actions (including similar regeim support) as around 22 million since WWII.

Why don't you just admit that you're wrong? Case closed, as far as I'm concerned.

Tony Stark is wrong again. Impulse Control or lack of, is the reason for violent crime in Black communities.

Mental disabilities and disorders being treated as criminal justice issues play a role as well. A high proportion of violent crime is by the mentally impaired, even more if you throw in IQ 70-85 people who are not technically mentally retarded according to traditional metrics. A lot of these crimes could be prevented by a stronger mental health system that intervenes earlier.

This in part addresses much of what the poorly labeled "defund" movement, reallocate really are trying to address. The very low bar to entry for becoming an armed cop in most of the US could be addressed if the police unions can be pressurised. Reallocating budget could be what's needed to soften unions and get higher training standards and all new cops requiring a degree which is standard in most of the developed world.

I dont doubt the number. Confederacy supporting white conservatives from The Confederate States fought a war so they could continue slavery. When they lost that, they started the KKK. Confederacy supporting white conservatives from The Confederate States enacted Jim Crow laws. Today there are more than 1 million black babies aborted and this is one of their main issues. With a track record like that, no one can convince me that Confederacy supporting white conservatives from The Confederate States are bothered by black on black crime, which is why they wont change gun laws.

There is a reason MLK was anti Confederate States and did most his protesting there.
